​Step 1: What activities does an
​LSL replacement program include?


​LSL replacement programs are made up of many different activities, including:
​
  1. Creating an inventory of LSLs
  2. Securing funding and policies to facilitate LSL replacement  
  3. Planning and coordinating LSL replacements
  4. Conducting full LSL replacements including measures to reduce risks to homeowners
  5. Communicating with customers about LSL replacement during planning and implementation of replacement

The Lead and Copper Rule Revisions outlines LSL replacement requirements that a water system’s replacement program must meet, and there are other activities a community may choose to incorporate. It is important to consider the potential equity implications of each activity as well as the program as a whole. Components of a replacement program are linked, and therefore, so are their potential impacts on a community.  
​

This guide focuses primarily on planning and coordinating LSL replacements. However, equity considerations for other common components of an LSL replacement program are mentioned as well. The data collected to inform the prioritization (i.e., determining where to start in a community and how to sequence replacements over time) of LSL replacements may also help account for issues of equity in other activities.
